A Recode Knoxville Stakeholder Advisory Committee Meeting was held on November 15, 2017 in the Small Assembly Room of the City County Building. Committee members gathered to hear a guest speaker present on mixed-use developments and then commented on the Recode Knoxville Technical Report. There were 36 community members in the audience.
Jeff Randolph, the guest speaker brought in by Active Knox, is president of The Randolph Group (TRG), a land development company based in Greenville, SC that specializes in residential, urban infill and mixed-used communities. He spoke about the importance of the group’s community development values, which include promoting vibrant neighborhoods, imaginative places, a sustainable impact, and community connections. He also stressed that Knoxville should grow organically and make decisions that are right for the city without trying to mimic another place.
While speaking specifically about mixed-use development, he stressed several points to remember as the Recode Knoxville update continues:
- Empty nesters, millennials, and families are the groups seeking out this type of development;
- People are enticed by amenities, including sidewalks, daycare centers, parks, shopping, and dog parks;
- Flexibility is extremely important for the updated code; and
- Developers, regulators, and the community must be brought to the table together to ensure that all voices are heard.
